In DebugView-
Could this be the issue when trying to send emails?

[NetDLL] [3] NetTalk: RunTimeLoadProcedures_TLS. Warning. Could not load ECEC functions (ecec.dll). API Error = 126

ecec.dll is in the deployment folder
