NetAutoCloseServer.CloseApp question

Any reason why in this method the loop is doubled ? And why all these events are nessesary ?

events go to the topmost window in a thread, so 2 events means 2 windows deep.
As to the exact sequence, or specific events being sent, I'm not aware of the reasoning behind it.
