Title: Bug: Taskpanel Menu acting weird in 7.18 when right pane defined

Hi Bruce,

If you select a basic layout for the PageHeaderTag that includes a right pane (either right pane alone or left and right pane) then all menu items in a Taskpanel Menu are being duplicated in the right pane area.

Easy to reproduce: just change menu type to taskpanel and select a layout with a right pane.

I know, and I even get all these extras for free ...  ;)

But seriously (as you may already have found out yourself if you've tried it) the right panel is not really working the way it is supposed to.
