Title: Mobile mode and select - is this to be expected?

If you have a select on a large screen then you can add/change and delete on that select window. But if in mobile mode, the add/change and delete buttons are not there.

Is this expected behaviour? Not a problem just wanted to make sure.

Yes, sort of.
Mobile is in page mode, and page mode doesn't allow the form of a lookup browse (except in view-only mode)
